Legalization of documents in: Ministry of Justice, Ministry of Foreign Affairs, Ministry of Education

Documents, which have been issued and have legal power within one country, can be used on the territory of the other country only after their proper certification. At the present time there are 2 ways of such certification – consular legalization of documents and Apostille. You don’t have an opportunity to choose independently one or another way, as it is determined by the international regulations and you only have to follow them. 1 way – Consular legalization – consists in confirmation of documents’ correspondence to the country’s legislation concerning their origin and represents the verification of authenticity of the official’s signature, his status, and, when appropriate, the seal/stamp of official of state authority on the documents and statements for using them in the other country.

Foreign documents, which are intended for using on the territory of Ukraine, can be legalized on the territory of that country where they were issued or in Ukraine. In the first case the document first must be certified in the Ministry of foreign affairs or other authorized body of the country on the territory of which the document was issued and then must be legalized in consular institution of Ukraine in this county. In the second case the foreign document first must be certified in diplomatic representative office or consular institution of that country, on the territory of which the document was issued, and then must be legalized in the Department of consular service of the Ministry of foreign affairs of Ukraine. Notarized document’s translation into Ukrainian can be required if necessary in both cases.

Apparently, the process of legalization is rather complicated and requires considerable expenses. However, it’s not perfect – the document which has passed such multistep and laborious procedure, is valid only for the country, consular service of which legalized it.

But all is not as difficult as it seems at the first glance. After affixing to the Ukrainian original document it is just enough to make a translation to the necessary language and to certify it in the embassy of the necessary country.
